I have the honour to acknowledge the receipt

of Mr. Churchill's Confidential despatch of the 2nd September regarding certain ships of the Russian Volunteer Fleet.

I enclose a report by the Harbour Master on

the subject, and I also attach copies of correspondence with

a Mr. Leonidoff, purporting to be a delegate of the Soviet Government, and with Mr. C. E. Tavares who is in charge of the Hongkong agency of the Russian Volunteer Fleet.
